Notice of Competitive Bidding
Sealed bids for the Fayette County Home Sewage Treatment System (HSTS) Program 2018 will be received by the Fayette Soil and Water Conservation District. Bids can be made in person or by mail to:

Deadline is Monday, June 3, 2019 at 9 am, at which time they will be opened and read aloud.
Bids shall be sealed and marked as "Fayette County HSTS Program 2018; Group Number 1".

Fayette County HSTS Program 2018; Group Number 1 encompasses two individual HSTS installations. Bidders must be certified as Home Sewage Treatment System Installers by Fayette County Public Health (FCPH) to have their bid considered. Certification shall include experience and references for each applicable system type.
Each bid must be accompanied by a Bid guaranty in the form of either: a bond for the full amount of the bid; or a certified check, cashier's check, or letter of credit equal to ten % of the bid. Any letter of credit to be revocable only at the option of Fayette SWCD. Both forms of guaranty as provided in Section 153.54 of the Ohio Revised Code. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten days after receipt of notification of award the bidder and the surety on any bond shall be liable to the District in an amount not to exceed ten% of the bid.
Attention of bidders is called to all of the requirements contained in the bid packet, including, but not limited to, various insurance requirements, equal opportunity provisions, Debarment, Non-collusion, American Iron and Steel Acknowledgement, and the requirement following bid award for a payment bond and performance bond for 100% of the contract price.
The engineer's estimate for Fayette County HSTS Program 2018; Group Number 1 is $37,100. This estimate is below the Ohio Department of Commerce-Division of Industrial Compliance, Bureau of Wage and Hour Administration's threshold requiring Prevailing Wage Rates.
Any bid may be withdrawn prior to the scheduled closing time for the receipt of bids, but no bidder shall withdraw his bid within 15 days after actual bid opening.
This project is funded by the Ohio Environmental Protection Agency (OEPA) Water Pollution Control Loan Fund (WPCLF) and by homeowner cost-shares.
Fayette Soil and Water Conservation District reserves the right to waive any informalities and/or to reject any and / or all bids.
